How do I create a blog template for me?

I am trying to start a resume writing business in Brazil and I decided one blogspot site is sufficient to offer my service. I'm very creative mood and want to create my own model. I am very good with computers and have experience using Dreamweaver CS3, but it was a while ago and I'm new to blogging sites.

You should know some coding for this purpose. Dreamweaver CS3 is more than enough to create a model without coding. You must know something and HTML and CSS. You must create the templates using HTML and CSS. You should know a little image editing and design in Adobe Photoshop to make the sleek and nice.
