Is it a legal requirement to report wrong doings in business?

If you are an accountant as your screen name suggests, than yes. If you do not and your company is audited than you will be charged with fraud. You could try to talk to your bosses first to see if they will correct the problem, but if you continue to do the books, you will be held responsible for what is in them.
