Tax saved or online business in PA?

I live in Pennsylvania and want to start a business online, I already sold on eBay and other sites that are like but now I wanted to open my own site and sell through it. What I will sell packs are part like everything you need for a party in a box. I intend to buy some things and other things I will do wholesale. My questions are if I need to pay tax and if so, how? Do I need a kind of business license? I tried to watch this stuff up, but I so different answers so you do not need to do something if you make over $ 10,000 per year or you do not need to pay sales tax at all because the business is entirely online. So now I am so confused about what I am supposed to do. This is just a small company that I'm going to do on the side and sell to people in the United States and Canada. If someone could if Please give me answers to my question that would be great.

1. You must charge sales tax for PA residents of Pennsylvania and everyone who buys (picks) the goods you sell within the borders of the state. If you send goods to an address outside the state where you do not have to charge PA sales tax. (In theory, the recipient of the goods are supposed to pay use tax to the state where they live – but this is not your concern.) You must contact the office of Secretary of State in Harrisburg and obtain a license which will entitle you to collect sales tax on behalf of the state and business in the state. According to the legislation in the township, you do business as you may need to get some form of license. (Just ask the construction of the township.) You do not have to pay sales tax on purchases you make in Pennsylvania provided that the goods are purchased or used as components of what you sell or are resold by you. (You may be required to post or send a copy of your license to prove you're legitimate.) You do not have to pay sales tax on goods that you buy out of state and have been shipped or mailed in Pennsylvania. If you personally pick up goods in another state you'll probably have to pay their local sales tax.
